I'm not sure... as far as I can tell he is a sort of 'merchandising character' from San-X, which I am assuming is somehow connected to Sanrio, the Hello Kitty people. Their web page is here: http://www.san-x.co.jp
They seem to have a limitless supply of little characters who are pieces of one or another kind of food, and all of which are pretty funny. avphibes posted a link to some of them awhile back and I found myself taken with Kogepan.
